The Constitution of Georgetown

Preamble
We the people of Georgetown, in order to establish Justice, insure domestic tranquility, promote the general welfare, protect diplomacy and neutrality, and to secure the Blessings of Liberty to ourselves and our posterity, do ordain and establish this Constitution for The United People of Georgetown.

Article I
The name of this town shall be known as the Union of Georgetown, hereafter referred to as Georgetown.

Article II
The Government of Georgetown will be composed of an executive branch, a judicial branch, and a civil protection branch. The executive branch will be allowed to supercede decisions within the civil protection branch as well as the judicial branch, however the executive branch will not be allowed to supercede judicial decisions on the matter of judicial review. The judicial branch will be allowed the right of judicial review, in which the judicial branch may invalidate a law or otherwise decision on the basis of unconstitutionality.

Article III
The Executive Branch will be composed of a Mayor elected in 4 year terms, with no preset limit on amount of terms. The election will be decided by democratic vote of the People of Georgetown, and the votes automatically tallied by an automatic machine located in a locked room tallied by the Judge. In the event that the Judge is running for Mayor, any other member of the judicial branch will be required to tally the votes instead. The machine tallying will be monitored via wired connection by the Police Chief in order to insure that no tampering is possible. Any complaint regarding the Mayor may be brought up to the Judge. The Mayor is allowed at any time to remove the Judge or the Police Chief under reasonable grounds. Objections to this may be brought up in federal court under a interim judge elected by the people. The Mayor has the exclusive right to create and remove laws.

Article IV
The Judicial Branch will be composed of a Judge appointed by the Mayor, as well as one prosecutor and one attorney, whom are appointed by the Judge. Court will be held in the church during hours in which the church is not active. The right to a jury will be granted when, and only when, the population of the town reaches at least 20. Before such a event occurs, all court decisions will be decided upon by the Judge. Any complaints regarding the Judge may be brought up to the Mayor. The Judge has the right to conduct the removal of the Mayor if the people democratically decide, with a three-fifths majority, to remove the Mayor. Members of the government are not allowed to participate in this voting.

Article V
The Civil Protection Branch will be composed of a Police Chief appointed by the Mayor. The police department will consist of the Police chief as well as a minimum of one deputy, and a maximum of four deputies, and a minimum of one detective and a maximum of three detectives. The Civil Protection Branch is not allowed to use lethal force except in the case of immediate life-threatening danger to a resident of Georgetown. All law-breakers are to be directed to the Judge, who will receive a fair trial and be sentenced by the Judge depending on the verdict.

Article VI
All residents of Georgetown are guaranteed the right of freedom of speech, freedom of religion, and freedom of the press. The residents of Georgetown are also guaranteed the right to bear arms, but will require a license from the Mayoral office. No member of the Georgetown Government may be quartered within the home of a Georgetown resident without the resident’s consent. The government of Georgetown must observe the right of the people to be secure in their person, home, papers, and effects and their right against unreasonable search and seizure. Warrants may only be authorized by the Judge, or in the case of a emergency where the Judge cannot be reached, the Mayor or Police Chief. Probable cause is authorized to members of the Civil Protection Branch, and includes but is not limited to, the auditory indicators of money printing and/or the production of methamphetamine. Once the number of 20 residents has been reached within the town of Georgetown, no one shall be forced to answer to a capital crime unless by indictment by a grand jury. The Judicial Branch must respect the right of the people against excessive bail and fines, as well as cruel and/or unusual punishment. Any action of the Georgetown Government may be criticized by the people, and may be reversed by the people by a majority vote of the people. All votes are to be conducted using the same method as mentioned in Article III. Any elections may be viewed in real time by the people via an television broadcast facilitated by the antenna in town hall. The Mayor also reserves the right to take necessary measures to protect the validity of votes.

Article VII
In the case of a militaristic emergency, such as a rise in crime or war with another state, the Mayor or Police Chief is authorized to temporarily remove the limit on the number of deputies and, if necessary, limit on detectives.. Any right that is not enumerated in this Constitution is reserved to the Mayor, though it may be removed by the people using a majority vote. War can only be declared via agreement of the Police Chief and Mayor collectively to declare war. During wartime the Police Chief may declare martial law if necessary.

5. Times you are most frequently online: Generally, I'll be free from 3-9 PM CST on weekdays and 10AM-10PM CST on weekends. My joining the server and actually being connected is mostly dependent on the activity of the server at the time.

7. DO YOU WANT TO FIND THE ANSWER?: The answer and the question must be ascertained before we truly may understand the other.

8. DO YOU LIKE TO KILL?: I don't do my work for pleasure, but necessity.

9. A SICK ONE IS ON THE FLOOR. WHAT DO YOU DO?: Extract a sample and then practice the art of euthanasia. The crudeness of which depends on the tools available.

11. HOW DO YOU PUT THEM TO SLEEP?: Depends. I try to make it quick, for my time is better spent elsewhere. Usually brute force trauma to the head is sufficient, though more "refined" methods may be in order, such as a firearm.

What is the ultimate goal of your faction?: To uphold, to establish, and to create a controlled, livable, somewhat free environment in the post-apocalyptic era in which we're currently operating in. If by any chance we join ranks with another faction, we'll try our best to uphold that faction's goals along with our own if they correspond and provide support in terms of enforcing what we need to enforce to better help that faction and our own faction succeed in this hectic climate! We are here to enforce our own agenda regarding the apocalypse and what needs to be done about it, as well as be part of another faction as support if that faction supports what we enforce and strive to accomplish in this era.

How does your faction affect the overall story told in rp?: Just like the other faction (not the BCA or IRF), we came to this era via "other means," and as we got to this era, finding out what had transpired, we set out to help out whichever faction will allow us to enforce their rules that also allows us in turn to spread our ideals about this new era in which we're now operating in. How does our faction affect the overall story? Well, we're a neutral faction until threatened or if one side goes against our partnered side... We are here to establish what we want to achieve our long-term goals of containing this apocalyptic outbreak as well as understand it--maybe harness it for further uses in the future...? We also may keep in contact with other factions that are not in relation towards the BCA or the IRF...

14. Additional notes you want to mention to staff:
If possible and granted permission, as a faction, we are able to join the ranks of a given established faction (i.e. BCA, IRF) if the Faction Leader of said faction allows our faction to be connected to their ranks either during that time or for how long the duration shall be. The Faction Leader may also give us authority over said ranks below High-Command (and possibly Command) ranks in said faction, and must be at the discretion of the Faction Leader!
If also given permission by the Faction Leader of said faction, we'll also be able to enforce regulations in correlation to other Divisions' rules in accordance with the respective faction.
If given permission by the Faction Leader, we'll be able to initiate or conduct permanent kills on given non-command members in said faction if prompted to (or given) authorization by the Faction Leader!
Finally.., we may not authorize our own raids or whatever we do against another organization or individual unless we are raided or attacked first, or if the Faction Leader gives us the go ahead, but only if it is an emergency at the highest degree!
